Vinci commented on 'Law Clerks at the Appellate Body'

I am not sure this is such a naive proposal, as to merely changing titles from "legal officers" to "law clerks". It all depends on what is expected from this law clerks, the immediate difference with the current system is that each appellate body Member would have it's own law clerk and this could mean that AB Members might end up with three different draft proposals, and generate more divided opinions on each of the issues under a specific dispute. But this is just too green right now, the proposal has not yet been discussed among Members and at the end of the day all of this might not bring any substantial change to the system at all (which would mean that the US proposal is pursuing merely political goals of perception that would allow them to show their constituencies that they are doing something to change the AB which some of them have accused of writing their reports as if they were writing them "on a napkin", particularly in reference to those cases that have not favored them -zeroing cases in particular)
